Revised Registration Application on Press Sewa Portal
31. Can I change the title of my periodical through a Revised Registration Application?
No, a complete change of title is not permitted in a Revised Registration Application. As per the guidelines issued by the Press Registrar General of India (PRGI), only minor modifications to the existing title are allowed, and not an entirely new title.
32. How can I change the price of my periodical?
To update the price of your periodical, please navigate to the Registration section on the dashboard of the Press Sewa Portal and select the Revised Registration tab.
Note:
- Price revision is permitted only as a standalone update and cannot be submitted simultaneously with any other revisions on Press Sewa Portal.
- As per the directions issued by the Press Registrar General of India (PRGI), the price of the periodical is not displayed on the Certificate of Registration.
- The publisher may revise the price directly on the Press Sewa Portal without approval from the PRGI.
33. How can I apply for Revised Registration on the Press Sewa Portal?
All revisions or updates related to the following particulars of a registered periodical must be submitted online through the Press Sewa Portal:
- Periodicity / Editor details / Printing Press details / Place of Publication within the same State or Union Territory / Publisher details / Title revision (minor modifications only).
To initiate the Revised Registration process, the applicant/publisher must follow the
steps below:
- Log in to the Press Sewa Portal using your log-in credentials.
- Navigate to the Dashboard.
- Select the Registration tab.
- Select Revised Registration, and proceed to update or revise the required particulars accordingly.
Note: A message box will appear displaying the list of particulars that may be updated or modified under the Revised Registration Application. Publishers are advised to select the relevant particulars carefully and accurately, ensuring that only the details requiring revision are chosen correctly before proceeding with the application.
34. What key points should I consider while applying for a revision of Printing Press details in the Revised Registration Application?
Any revision to the particulars of the Printing Press must be submitted under the Revised Registration section on the Press Sewa Portal.
Publishers should ensure the following before submitting the request for revision:
- The new Printing Press must be registered with the Press Registrar General of India (PRGI). This requires the printer to send an intimation through the Press Sewa Portal.
- The printer is required to submit such intimation within 30 days of starting the printing press of a periodical, along with the prescribed particulars and supporting documents on the Press Sewa Portal.
- The intimation must be sent to both:
a. The Press Registrar General of India (PRGI), and
b. The Specified Authority under whose jurisdiction the printing press is located, as mandated under Rule 3 of the Press and Registration of Periodicals (PRP) Rules, 2024.
Note: Only after the printer has successfully submitted/send the intimation on the Press Sewa Portal should the publisher proceed with updating/revising the Printing Press details in the Revised Registration Application.
35. If the place of publication of a periodical is changed or updated to a location outside the existing State or Union Territory (UT), will it be considered under the Revised Registration Application?
No. As per the Press and Registration of Periodicals (PRP) Rules, 2024, a request for revision of the place of publication to a location outside the existing State or Union Territory is not permissible under the Revised Registration Application, as the revised registration process allows updates only within the same State or UT.
Further, in cases where the place of publication is proposed to be changed outside the current State or UT, the applicant must submit the request under the New Registration section on the Press Sewa Portal, and not under Revised Registration.
Ownership Transfer Application on Press Sewa Portal
36. How is the Ownership Transfer different from the Ownership Transfer to a Legal Heir?
Ownership Transfer of a periodical applies when the owner of a periodical intends to transfer ownership of the periodical to any other person or entity. In such cases, the transferor (current owner) shall initiate the process of ownership transfer and the transferee (new owner) may apply for a change of ownership by submitting an application to the Press Registrar General through the Press Sewa Portal, along with the prescribed documents and a fee of ₹1,000 payable via Bharat Kosh.
Ownership Transfer to a Legal Heir, on the other hand, is applicable specifically in the event of the demise of the owner of the periodical. This facility is available on the Press Sewa Portal. The legal heir may log in using their credentials, navigate to the Registration tab, and select Ownership Transfer to Legal Heir to begin the process.
37. What is the process for Ownership Transfer on the Press Sewa Portal?
To initiate an Ownership Transfer on the Press Sewa Portal, the following procedure must be followed:
a) Transferor (Existing Owner):
- Log in to the Press Sewa Portal using the log-in credentials.
- Navigate to: Dashboard → Registration → Ownership Transfer → Ownership Transfer Request List → Add New.
- Search the required Title Details, and enter the Transferor (Existing Owner) Details, and Transferee (New Owner) Details.
- Complete the e-Sign process and submit the application.
- Once submitted, the request will be forwarded to the Transferee (New Owner).
b) Transferee (New Owner): - Log in to their Press Sewa Portal account. (Note: The transferee must first sign up and create a profile on the Press Sewa Portal to apply for or act on any application.)
- Go to the Ownership Transfer Request List, where the pending request will be visible.
- Proceed with the application, pay the prescribed fee of ₹1,000 through Bharat Kosh, e-Sign, and submit the application.
- The application will also be endorsed online to the specified authority within whose jurisdiction the principal place of business of the transferee is located.
c) Verification by Press Registrar General and Specified Authority: - The Press Registrar General will verify the application and obtain comments from the specified authority within 60 days of receiving the application.
- Upon satisfaction regarding the correctness and completeness of the submission, approval for change of ownership of the periodical will be granted.
Note: If any penalty is pending for non-filing of the Annual Statement, it must be paid by the transferor (old owner) before applying for transfer of ownership.
38. What documents are required for transferring the ownership of a periodical on the Press Sewa Portal?
The documents required for ownership transfer on the Press Sewa Portal vary based on whether the Transferor/Transferee is an Individual or a Non-Individual Entity.
For Non-Individual Ownership Category (Association / Organisation / Trust /Company / Partnership Firm)
The following documents must be uploaded:
- A document in support of the Date of Incorporation (DOI) of the organization/company.
- PAN card of the organization/company.
- A document in support of the Date of Birth (DOB) of the applicant.
- Photo identity card (preferably Aadhar Card) of the applicant.
- An authorization letter from the owner of a periodical.
- Document in support of the shareholding pattern in the ownership, only if the transferor/transferee of a periodical is a company.
- Affidavit for transfer of ownership of a periodical (https://prgi.gov.in/updates/ format) on stamp paper.
- GST certificate of the organization/company (if available).
- Document(s) in support of Foreign Direct Investment (FDI), if applicable
For Individual Ownership Category - The following documents must be uploaded:
- A document in support of the Date of Birth (DOB) of the owner.
- Photo identity card (preferably Aadhar Card) of the owner.
- Affidavit for transfer of ownership of a periodical (https://prgi.gov.in/updateds/ format) on stamp paper.
- Document(s) in support of Foreign Direct Investment (FDI), if applicable.
These documents must be uploaded in the prescribed format on the Press Sewa Portal to ensure smooth processing of the ownership transfer request.
39. I want to apply for a Revised Certificate of Registration after the Ownership Transfer. What process do I need to follow?
Once the Application for Ownership Transfer has been approved by the Press Registrar General of India (PRGI), the New Owner must initiate the process for issuing the Revised Certificate of Registration.
The steps are as follows:
Inviting the Publisher:
- The New Owner must invite the New Publisher through the Press Sewa Portal.
- Note: If the New Owner wishes to have the existing publisher, they must invite the existing publisher again. It is important to ensure that a different email ID is used for the publisher while inviting the Publisher, as the Portal does not allow inviting a publisher using an email ID that already exists in the system.
Steps to Invite the Publisher:
Navigate to: Dashboard → Invite Publisher → Select Revised Registration → Then:
- Choose the relevant Title/Registration Number
- Enter the required publisher details, such as Name, Nationality, Email ID, Mobile Number, etc.
Application by the Publisher:
- Once the publisher has been invited, they must log in to their Press Sewa Portal account (using the login credentials sent via e-mail).
- The publisher should then apply for the Revised Certificate of Registration, ensuring that all the details requiring revision are chosen correctly before proceeding with the application.
Ownership Transfer to Legal Heir Application on Press Sewa Portal
40. I want to apply for Ownership Transfer to Legal Heir on the Press Sewa Portal. Can you guide me through the steps to be followed?
The transfer of ownership to a legal heir, in the event of the demise of the owner of a periodical, is to be completed through the Press Sewa Portal (https://presssewa.prgi.gov.in/#/).
To apply, the legal heir may log in to the Press Sewa Portal using their credentials and navigate to Dashboard > Registration > Ownership Transfer to Legal Heir.
After selecting “Apply for Ownership Transfer”, a checklist will appear. Please read the instructions carefully and confirm to proceed with the application.
Once confirmed, the application form will open, displaying the details of the legal heir.Thereafter, search for the title and select the title to be transferred. You must then upload the required documents for the ownership transfer, a fee of ₹1,000 via Bharat Kosh, e-sign and submit the application.
Note:
- You are required to search for the title while submitting the application. The legal heir must not map the title under the “Previous Data Mapping” section of their profile on the Press Sewa Portal.
- Before proceeding, ensure that all editions of the title to be transferred have been selected.
- Titles listed as defunct cannot be transferred. Such titles must be ceased or reactivated before initiating the ownership transfer process.
- There must be no pending penalties on the main title, its editions, or any primary or secondary linked titles. All penalties must be cleared prior to initiating the ownership transfer.
