Ownership Transfer to Legal Heir Application on Press Sewa Portal

The following documents are required for transferring the ownership of a periodical toa legal heir on the Press Sewa Portal:

  1. Death Certificate of the existing owner issued by a competent Government Authority.
  2. Legal Heir Certificate / Survivorship Certificate issued by the Local Government Authority (generally the Sub-Divisional Magistrate (SDM) or Tehsildar,applicable), or a Succession Certificate issued by a Competent Civil Court(required only in cases where the deceased owner left a contested Will, or whereno Will was left and the property is under dispute)
  3. No Objection Certificate (NOC) from all other legal heirs, duly signed and authenticated by the concerned Judicial Magistrate: Provided that, in case of a valid Will, submission of NOC from other legal heirs shall not be required.
  4. Certificate of Registration of a Periodical issued by PRGI or Loss Affidavit.
  5. Photo Identity Document of the new owner (legal heir), such as Aadhar Card, PAN Card, or any other document issued by the Government of India.

The transfer of ownership to a legal heir, in the event of the demise of the owner of a periodical, is to be completed through the Press Sewa Portal (https:// presssewa.prgi.gov.in/#/).

To apply, the legal heir may log in to the Press Sewa Portal using their credentials and navigate to Dashboard > Registration > Ownership Transfer to Legal Heir.

After selecting “Apply for Ownership Transfer”, a checklist will appear. Please read the instructions carefully and confirm to proceed with the application.

Once confirmed, the application form will open, displaying the details of the legal heir. Thereafter, search for the title and select the title to be transferred. You must then upload the required documents for the ownership transfer, a fee of ₹1,000 via Bharat Kosh, e-sign and submit the application.

Note:

  • You are required to search for the title while submitting the application. The legal heir must not map the title under the “Previous Data Mapping” section of their profile on the Press Sewa Portal.
  • Before proceeding, ensure that all editions of the title to be transferred have been selected.
  • Titles listed as defunct cannot be transferred. Such titles must be ceased or reactivated before initiating the ownership transfer process.
  • There must be no pending penalties on the main title, its editions, or any primary or secondary linked titles. All penalties must be cleared prior to initiating the ownership transfer.

Uploading Regularity on Press Sewa Portal

"Regularity” is a feature on the Press Sewa Portal that requires publishers to upload scanned copy of their printed periodical.

In accordance with Rule 10(1) of the Press & Registration of Periodicals Rules, 2024, publishers must upload the electronic version of their newspaper on the Press Sewa Portal within forty-eight hours of its publication.

Accordingly, publishers must ensure that they upload the scanned copy of the printed periodical within forty-eight hours of its publication under the “Upload Copy Within 48 Hours of Publication” option in the Regularity section.

After logging in to their Press Sewa Portal account and navigating to the Regularity section under the Dashboard, publishers will find the following tabs:

  • Upload First Published Copy: Under this tab, the publisher is required to upload the first copy of the periodical published after receiving the Certificate of Registration.
  • Upload Copy Within 48 Hours of Publication: Under this tab, the publisher must upload the scanned copy of the printed periodical within forty-eight hours of its publication, as mandated by the Press & Registration of Periodicals Rules, 2024.
  • Download Regularity Report: This tab allows the publisher to download a report reflecting the regularity status of the periodicals uploaded.
  • View E-Copy Uploaded Periodicals: This tab enables the publisher to view the electronic copies of all periodicals that have been uploaded to the portal
