21. What happens after a successful upload of the application on the Press Sewa Portal?
The Press Sewa Portal generates an acknowledgement along with a unique 10-digit Applicant Reference Number (ARN). The ARN is used by the publisher and Press Registrar General for all future correspondences and references.
22. Is it possible to make corrections or remove/fill omissions in the application, and if so, within what timeframe?
Yes, the publisher can make corrections or remove/fill omissions in the application within three days of furnishing it.
23. How does the Press Registrar General verify the application, and what happens if deficiencies are identified?
The Press Registrar General verifies the application for completeness, payment of fees, adherence to guidelines, and other necessary particulars. Within seven working days of receiving the application, and any further time specified under sub-rule (4), deficiencies, if any, are communicated to the publisher through online communication on the Press Sewa Portal. The publisher has thirty (30) days to rectify these deficiencies.
24. What is the process after the publisher submits details addressing the deficiencies, and what happens if deficiencies are not rectified?
After receiving details from the publisher to rectify deficiencies, the Press Registrar General processes the application. If deficiencies are not removed within thirty days, the application may be rejected.
25. How is the Certificate of Registration issued, and what role does the specified authority play?
The Press Registrar General, after considering comments from the Specified Authority, guidelines, and being satisfied with the application, issues a Certificate of Registration to the publisher in the format specified on the Press Sewa Portal. A copy is also sent to the Specified Authority from the Press Sewa Portal.
26. What happens if the Press Registrar General decides not to grant registration, and what steps can the publisher take in that cases?
If the Press Registrar General decides not to grant registration, an online communication is issued to the publisher, specifying the reasons. The publisher has ten days to submit a reply on the Press Sewa Portal. The Press Registrar General, after considering the reply, may either grant or refuse registration. If registration is refused, a speaking order, specifying the grounds, is sent to the publisher on the Press Sewa Portal.
New Registration Application on Press Sewa Portal
21. What is the list of documents required to be uploaded while applying for Registration of a New Periodical?
The documents required depend on the ownership category of the periodical:
Non-Individual Ownership(Association / Organisation / Trust / Company / Partnership Firm)
- Document supporting the Date of Incorporation (DOI) of the organization/company.
- PAN card of the organization/company.
- Document supporting the Date of Birth (DOB) of the applicant, publisher, editor, printer, or keeper.
- Photo identity (preferably Aadhaar Card) of the applicant, publisher, editor, printer, or keeper.
- Authorization letter from the owner of the periodical.
- Document supporting the shareholding pattern of the organization (required only if the owner is a company).

- GST certificate of the organization/company (if available).
- Documents supporting Foreign Direct Investment (FDI), if applicable.
Individual Ownership

22. What details need to be filled in the Eligibility and Content Affidavit, and how do I prepare it?
The Eligibility and Content Affidavit Download Affidavit for Registration (PDF, 1.2 MB) requires the following details:
- Owner/Publisher Details
- Proposed Title Details
- Affirmation under PRP Act, 2023 – a declaration confirming that the periodical is not involved in any activities prohibited under the Press and Registration of Periodicals (PRP) Act, 2023
- Acknowledgement of periodical’s content
Preparation:
- The affidavit must be printed on stamp paper.
- It must be notarized by a Notary Public to be valid for submission.
23. Who is required to fill Part A and Part B of the Application for New Registration?
If the Owner and Publisher are the same, the Owner/Publisher must complete both Part A and Part B of the application. However, if the Owner and Publisher are different entities, the Owner must invite the Publisher through the Press Sewa Portal, after which the Publisher will complete Part B of the application.
Note: In the case of the Non-Individual Ownership category, the Owner and Publisher will always be different. Therefore, the Owner/Applicant must complete Part A, and the Publisher will complete Part B accordingly.
24. How can I select my Printing Press on the Press Sewa Portal? Does the Printing Press need to be registered on the portal?
To select a Printing Press, the Publisher must first choose the exact location where the press is situated by selecting the State, District, and PIN Code. After entering these details, the Publisher will find a drop-down list of registered Printing Presses available on the Press Sewa Portal.
Note: Only those Printing Presses that have submitted an intimation on the Press Sewa Portal and received approval from the Press Registrar General of India (PRGI) will be displayed in the drop-down list.
25. What is the timeline for processing an application on the Press Sewa Portal?
As per Section 7(4) of the Press and Registration of Periodicals Act, 2023, the Specified Authority (SA) is required to submit its no-objection or comments on the application to the Press Registrar General of India (PRGI) within 60 days from the date of receipt of the application.
Additionally, if any Deficiency Communication is issued, the Publisher is required to respond within 30 days from the date of its issuance.
Since processing may involve review of the Deficiency Communication (if any) or further clarifications or no-objection or comments from the SA, the overall timeline may vary from one application to another.
26. How can I check the status of my application on the Press Sewa Portal?
You can check the status of your application by logging in to your Press Sewa Portal account. Once logged in, please navigate to Part B, where you will find the application details along with the current status of the application.
Note: Publishers are advised to visit the Press Sewa Portal regularly and check the application status, and ensure that they submit responses to any Deficiency Communication (DC), if issued, within the prescribed timeline.
27. What is a Deficiency Communication (DC), and what steps should be taken if a DC is issued?
A Deficiency Communication (DC) is an official document or letter issued by the Press Registrar General of India (PRGI) identifying incomplete, incorrect, or improperly submitted information or documents uploaded during the application process.
As per Rule 5(6) of the Press and Registration of Periodicals (PRP) Rules, 2024, the publisher shall, within a period not exceeding thirty days of receiving the deficiency communication, remove all deficiencies by submitting/uploading the requisite details and particulars on the Press Sewa Portal.
Accordingly, if a DC is issued, the Publisher is required to take prompt and necessary action to rectify all communicated deficiencies and submit/upload all relevant details and supporting documents on the Press Sewa Portal within the stipulated 30 days from the date of receipt of the deficiency communication.
To respond to a Deficiency Communication (DC), please follow the steps below:
- Log in to your Press Sewa Portal account.
- Navigate to Part B of the application under the Dashboard.
- Your submitted applications, along with their current status, will be displayed.
- If the status shows “DC issued”, click on the eye icon adjacent to the application status.
- The application form will open — scroll to the bottom of the page to view the deficiencies raised by PRGI.
- Enter your response and upload supporting documents, if required.
- Re-sign the response and then submit it online.
Note: Publishers are advised to regularly monitor their application status and ensure that they respond to the DC within the stipulated timeline to avoid delays or rejection.
28. What should I do if my application is rejected by the PRGI?
As per Rule 7(b) of the Press and Registration of Periodicals (PRP) Rules, 2024, if the Press Registrar General, after examining the application, considering the comments (if any) from the Specified Authority on the Press Sewa Portal, and reviewing the guidelines for title admissibility, determines that:
- the application continues to remain deficient; or
- the deficiencies have not been resolved by the Publisher within the prescribed timeframe,
an online communication stating the reasons for non-grant of registration will be issued to the Publisher.In such cases, the Publisher will be provided with 10 days from the date of communication to submit an online reply on the Press Sewa Portal to appeal against the rejection.
29. What steps should be taken after my application for new registration is approved by the Press Registrar General of India (PRGI)?
Once your application for new registration of the periodical has been approved by the Press Registrar General of India (PRGI), you may log in to the Press Sewa Portal to view and download your Certificate of Registration.
Note: The Certificate of Registration is no longer issued or dispatched via post. The digitally issued certificate downloaded from the Press Sewa Portal is the official and valid version, and it should be used for all official purposes.
Further, as per Section 7(6) of the Press and Registration of Periodicals Act, 2023, the Publisher is required to commence publication of the periodical upon receipt of the Certificate of Registration.
Note: If the Publisher fails to publish the periodical within 12 months from the end of the month in which the Certificate of Registration was issued, the PRGI may cancel the certificate and withdraw the allotted title.
Revised Registration Application on Press Sewa Portal
30. What is a Revised Registration Application, and what revisions/changes are permitted by the Press Registrar General (PRG) under the Press and Registration of Periodical Rules, 2024?
A Revised Registration Application refers to a request/application submitted/uploaded by a publisher to the Press Registrar General (PRG) for updating or modifying specific particulars recorded in the Certificate of Registration.
As per Section 6 of the Press and Registration of Periodicals Rules, 2024 (Revision of the particulars of Certificate of Registration), a publisher seeking revision must apply on the Press Sewa Portal, along with the prescribed documents and a fee of ₹1,000, payable via Bharat Kosh.
The revisions that may be requested and allowed by the PRG include the following particulars:
- the title of the periodical (minor modifications are allowed);
- the editor of the periodical;
- the printing press of the periodical;
- the place of publication of the periodical within the State or Union Territory;
- the periodicity of the periodical.
Note: If the change of place of publication results in a change of jurisdiction of the specified authority, the PRG will, within 60 days of receiving the application, seek comments from the specified authority of the new place of publication.
Note: If the owner of a registered periodical intends to change the publisher, the new publisher must submit an application for a Revised Certificate of Registration, and all the provisions under Rule 5 shall apply (Rule 5 of the Press and Registration of Periodicals Rules, 2024).
