"Publishing" means the process of making a work available to the public by issuing or causing to be issued the copies thereof or in any other manner, whether for a price or free of charge. The word "publishing" shall be construed accordingly.

A "publisher" is a person responsible for publishing a periodical.

A "printer" is the owner or keeper of a printing press.

A "keeper" is a person who manages the day-to-day operations of a printing press, and the owner of which is a non-individual entity, such as a company.

"Printing" means the reproduction of a periodical through any technology involving mass production of copies, but excluding photocopying.

An "owner" is an individual, firm, or any such legal entity owning a periodical.

"Register" means the register of periodicals maintained under clause (b) of sub-section (3) of section 5.

The "specified authority" refers to a District Magistrate or District Collector or such other officer as the State Government or a Union Territory Administration may specify by notification.

"Title" in relation to a periodical means the name of the periodical as may be verified by the Press Registrar General. It should be printed prominently and legibly as the masthead on the front page of that periodical by which it shall be known or identified.

A publisher intending to start a periodical must make an online application on the Press Sewa Portal. The application should be accompanied by specified documents, and a processing fee of Rs. 1,000 (Rs. One thousand) needs to be paid to Bharat Kosh via the designated payment modes. Additionally, adherence to the Guidelines on ‘Title Allotment’ issued by the Press Registrar General is essential while applying.

An Indian entity is required to apply on the National Single Window System, seeking approval from the Central Government for the same. The application should align with the Guidelines formulated by the Ministry of Information & Broadcasting for this purpose, which are available on the National Single Window System.

Within fifteen (15) days of the approval, the Indian entity must apply to the Press Registrar General on the Press Sewa Portal for the grant of a certificate of registration. This application should be accompanied by documents specified in the Press Sewa Portal, and a fee of rupees ten thousand (Rs. 10,000) needs to be paid on Bharat Kosh as per specified payment modes.

The processing of an application by the Press Registrar General involves checking the correctness and completeness of the application details. It also considers additional information obtained from the applicant, or comments received from the Ministry on the Press Sewa Portal. If the application fulfils all the requirements, the Press Registrar General issues a certificate of registration for publishing the facsimile edition in India.

The applicant is allowed to commence the publication of the facsimile edition in India only after the Press Registrar General grants the certificate of registration as per sub-rule (5).

If an applicant commences publication before obtaining the certificate of registration, the Press Registrar General may refuse to grant the certificate. Additionally, the Ministry may be informed about such unauthorized publication, and the publication may be suspended or cancelled.

The 'Central Bureau of Communication' is the attached office of the Central Government, responsible for disseminating information on Government policies and programs through various communication channels, such as audio-visual, print, electronic, digital, exhibitions, and outdoor activities.
